Done.

The same gif library tarball I use on linux and cygwin works just as
well on mingw, too.  I'll polish the build system a bit and then start a
thread on -dev-eng announcing it.  I'll post the same message on this
mailing list, too.

Nice things about my giflib:
1) compatible with libungif. (it is libungif, patched)
2) fixed a couple of ungif library bugs.
3) found a copy of libgif from forever ago with lzw compression,
   and added the compression code back in. (and I call it libregif :)
4) made the build system suck just a little bit less.
