You really do not know AviSyth?
It is the way to handel video information on win32 and feed it to encoders
of various types.
And yes, it is "only" a scripting language with lots of functions build in
for editing, cropping, resizing, filtering, colourspace-converting, joining,
dubbing etc. video and audio on win32. And lots of ppl have written
fantastic (filter) plugins that can expand the ability of AviSynth quite.
Support for AviSynth is the only thing that keeps me form using ffmpeg for
encoding on win32.

One great advantage of AviSynth is that you can feed every encoder/video
editing tool that supports only avis next to every source from next to every
container (by plugins e.g. for mpeg or by DirectShowSource with every DShow
filter installed on your computer), as it workes as a frameserver.

I would really enjoy using mencoder together with AviSynth scripts, too.
The FAQ will help you getting a overview over what AviSynth is and what it
can do easily and
quickly.(http://www.avisynth.org/index.php?page=AviSynthFaq)
