[MPlayer-cygwin] Mencoder with LibLame

Do you have liblame compiled and installed in your cygwin/mingw install? You would need that *FIRST* to even be able to try it. Second, we cannot read your mind, so we don't know what you have/haven't tried yet, and we cannot simply 'do it for you'.
