Somewhere there should be a script called "freetype-config" that tells
configure
about the freetype version and the path of the libs and headers. Maybe you
need
to copy it to cygwin/bin to make configure happy.

If it is applied you only need to
pass --with-codecsdir=/usr/local/lib/codecs
