No more than it was already broken before.

The old defaults have been proven to be non-existent by configure, so still
using them will cause the documentation build to fail. If you don't have
network access with the new defaults, the documentation build will fail, too.
Same result, then.

The network definitions are just the last attempt in case no local DocBook
installation could be found. (And appropriately configuring the catalog of
an existing local DocBook installation not found by configure with rewrite
rules will avoid any network access at all.)
