I would guess this is a result of rules on the server specifying that 
modifications to different parts of the repository go to different 
mailing lists. The rules which affected this commit are:

trunk/DOCS/tech    ---   mplayer-cvslog
trunk/DOCS         ---   mplayer-DOCS
trunk/             ---   mplayer-cvslog

Apparently even though trunk/ and trunk/DOCS/tech both go to -cvslog, 
there were two different mails sent here because the commit matched both 
the first and the third rule I listed above.

I've never actually set up or administrated subversion, so this is 
speculation, but I bet what I wrote is mostly correct (in content if not 
in terminology).

So, r19840 was a change to one of the man page translations; the commit 
mail got sent to the mplayer-tranlations list. I'm not subscribed there 
either, so I usually assume any "lost" commits were tranlations. :)
