And as long as the message is in one of the must-be-translated levels
it HAS to be translated. If you think the world is going to fall
if someone translates your message then dont put a message at all.

I dont feel like explaining you that with the rate of our releases
a major part of our user base actually uses svn, if you are not sure
about your code as the inability to compose an actually meaningfull
message shows, you have just found another reason to keep you from 
commiting it. I assume you can actually maintain a sandbox three
on your development box.
