 From looking at the patch, I think he meant "double 'on's" - that is,
setting DEBUG to 1 ('on') twice rather than just once. It's not the most
intuitive of usages, necessarily, though I have seen parallel forms a
few times... but, since the point of the commit message is to explain
the effect of the commit without the need to look at the associated
patch, it should probably still be changed.
