I accept this kind of rule.
However I wonder if transliteration should be first and native name in
some kind of brackets?

If you still think about alphabetical order of the names, I could only
wish you  a good luck with sorting all kinds of Unicode languages....
(same character in different languages may have different sort order):

But as we have started discussion, could somebody explain me, why the
format of the authors file is family name first?

We may be one big (flaming;) family but I doubt there are enough
family relationships in the people of the list so family_name_first to
bring something else than confusion.

I really hate to see my name backwards.
