The PSNR is a metric that tells how "close" a video is from another
one. Usually, this means close to the source, here, it means you
compare the PSNR of to arbitrary files. Since PSNR means Peak Signal
to Noise Ratio, I don't think I should write "Calculates the PSNR
difference between two existing video files." but leave it as it is.
