Now, this looks strange.
The first window aspect setting tells me that you are starting
full screen (using -fs somewhere ?)
But after that, although you switch back to windowed mode,
xv doesnt seem to get that the window should be shrinked 
(see the [xv] lines)
And something more is strange: i just installed fvwm (2.4.16-2 from debian)
and can't reproduce your behaviour.

Hmm... can you give me some hints what might be going on ?
