Actually, this change was made to fix Polish, which is latin2.. It's
not that easy, groff does not support many devices. It comes down to
a choice of ascii, cp1047, latin1, utf8, and ascii8. ascii is 7 bit
and thus mostly useless, ascii8 is only available in newer groff
versions, utf8 does not give satisfactory results. latin1 appears to
work fine, though.
