I saw, but believe me, i have fresh cvs.

it doesn't stuck, it starts counting from 1000 (requested bitrate = 1000)
to 1600 very quickly, then very slowly goes down to 650 (until ~ 5000 frames)
then stuck there, it moves between 630..670 for the end of the movie.
it doesn't matter what parameters i set.
