Oh, I thought about this too.  But RAR's code is not free/open.  Do
you have any other lead on this?  Anyway the stream layer was probably
not what you wanted for that.  And there are two other files (IDX &
IFO) that also need this encapsulation...  If you find some usable
unrar code, I'd also be willing to include that in vobsub.
