old spudec used 1/100 second as clock tick, now it uses 1/90000 as mpeg
says. mplayer.c and spudec.c was changed to use 90khz base, but vobsub.c
wasn't. so, let's fix vobsub.c or leave it to Kimh, he shoudl fix it.

there was a really big thread about this ~2 weeks ago, i wonder if you slept
or just deleted it...

but try to not reverse the code we made.
