[MEncoder-users] -ss and -endpos is not precise

-ss and -endpos is not precise enough and will give inaccurate results when 
trying to start exactly at a keyframe or end exactly on a keyframe.  This is 
with mjpeg avi files were every frame has a keyframe before it.

Searching through Gmane, a program was suggested called AVISPLIT by T. 
Oestreich.  Splits the input file based on time/framecode (hh:mm:ss.ms) and 
is 100% pin-point exact.  It is a Linux command-line program, but I am 
trying to find if it was compiled also to Windows by someone.

Any help or suggestions appreciated.
