Actually, it still is. Reimar recently patched it to fix some issues
with VBR MP3s. So it is maintained and (minor) things get fixed but
it's not developed any more.
I'm really getting sick and tired with you always trying to push
people to ffmpeg. People have their reasons for preferring MEncoder.
