[MEncoder-users] So does "target size" in xvid actually do anything?

I found this in my spam (where it belonged). Another genius who has no answer to my question, but instead asks me questions himself, including one question that I clearly stated in the topic and another question that is the entire point of the topic.  

Where do these people come from? Isn't this list supposed to be moderated?
