Nothing really besides how much space the video takes up on disk, which is
why there is the crf mode which is kind of "fixed quality".
With exactly the same encoder and settings the output will generally
represent the input more exactly, but even that is "generally"
and "quality" and "exact representation of input" have no that obvious
relationship either.
