As far as I can tell, your sample is 'textbook' DVD format. I suggest that you 
focus on commands which are designed to produce PAL-DVD compatible files.

Your lack of success with FFmpeg is caused by its extremely low default bitrate. 
Set a higher bit rate in the options for a usable result.

If your source file for conversion is interlaced and you're resizing it, be sure 
to use an 'interlace aware' scaler.
