Yes, and it's one of the reasons why the encoding method is useless to
decode whether something is indeed interlaced or not.
It is no problem at all to encode 25p as 50i (I don't know any encoders
that need you to split the frame into fields for that, it is just a
question of setting the encoder options), as long as you don't care
about maybe 20% loss in encoder efficiency.
You can also encode interlaced content as progressive, as long as
you don't mind in that case really horrible quality.
There are obviously even peopl who have no problem scaling interlaced
content like progressive, though those really deserve an angry mob
hunting them for excessive cruelty to innocent video material :-)
