I use in my GUI mplayer to spit out the details of the input file (it'll 
tell you pretty much all you want to know) and then construct the 
encoder command from that. You know that changing the bitrate will cause 
the whole thing to be re-encoded anyhow? So really all you need to do is 
set the video codec and bitrate with -oac copy and you should be good to go.
