Usually, when people try to re-encode media files, they expect
1) the result to have an equal amount of frames video (I know - now - that is
not what you are trying to do in the end, but that's what you should try first)
2) audio to take the same time when played back
3) audio and video to fit together correctly = A/V sync

Since you get "Too many video packets in the buffer" I assume mencoder is having
difficulty with A/V sync, that's why I suggest you fix it first.
Your media clip does have video and audio and you are able to see/hear if they
are in sync, no?

Living in PAL land with 85Hz refresh rate, I originally did not believe you have
H264 camera material that was telecined, and I agree that makes things more
difficult.

Note that the H264 decoder always outputs frames, no matter how interlaced (or
how PAFF) your video stream is, so from mencoder's pov it makes not much sense
to distinguish between i and p (imo especially as we have sample streams that
change from PAFF to progressive and back) - just mention the fps.
