That is not so. AC3 embeds coefficient to guide downmixing: after all, most
people who buy DVDs do not have surround speakers, and the DVD sellers want
their experience to be good anyway. Using -channels 2 asks the decoder to
make use of these coefficient. Arguably, the result will be better than an
explicit downmixing.
