This is a complete speculation, but my guess is that pass=2 and pass=3
are identical except that the latter writes an updated statistics file.
Therefore either is correct but pass=2 for the last pass will save a
tiny amount of effort rewriting the file.

I could be totally wrong.  The truth lies in reading the source code. :-)
