The -vf yadif,expand=::0:0::4/3,scale=640:480,harddup", magic worked
too.  I'm not sure if it the expected behavior but 16/9 frames were
rendered at the top of the 4/3 frame.

I'll re-write my scripts to use expand=aspect=4/3 syntax and run against
another video and report back.
