Kino, for Linux and FreeBSD can convert to DV and uses mplayer/mencoder as 
part of its backend which may be a clue

I'm guessing from your reference to Adobe that you use Windows though, so 
that's probably not much help other than yes, it's possible mencoder can do 
what you want.

...produced a number of results you might like to investigate, including the 
first hit showing how to do it with mencoder and the second hit showing how 
to do it with ffmeg
