You can deinterlace 1080i to 30 fps. In fact this will be your only choice
if the content is overcompressed to the point that all methods of pullup
will fail.

The problem is that 30 fps causes pretty bad judder with filmed content.
This is normally masked by interlaced telecine and would be eliminated
with a correct 24 fps pullup conversion.
