I know there may be better sites, but Wikipedia states:

It lists aspect ratios (they mean display aspect ratios)
square pixels, 4:3, or 16:9
So the first setting would be correct if you just encode your video in
2.35:1, e.g. 2350x1000 (perhaps taking multiples of 4 (8? 16?) into
consideration for each direction).
In other words: MPEG2 in general can carry any format without
letterboxes. DVD is just a subset.
