That seems rather strange.  48k is standard.  Try the other a*
sub-options like arate=48000, until the last number in the status line
is non-zero:

That last zero means it's not capturing any audio at all, not even
silence.

You might also check your dmesg for related errors.  Or just try
installing a different soundcard.
