-fps overrides the framerate in the source.  Use -ofps 25 (and expect lots 
of dropped frames).

Note that many, if not most, NTSC DVDs will have some combination of 
~24fps progressive content (soft telecine) and ~30fps interlaced.  This is 
just an unfortunate consequence of the way TV and movies are shot and 
edited in NTSC regions.
