Ya, sure.

I had something different in mind though. It seemed from your wording
that you are upscaling the image before encoding, which would be a
serious mistake.

Apart from that, if you encode HD material, it's of course slower than
SD. High resolution means more pixels/blocks to process, which gives a
roughly quadratic speed penalty.
