It is broken with latest x264 git. There's some discussion at
FFmpeg-user that shows that x264 builds starting around svn r804 don't
work with the default ratecontrol equation, "tex^qComp". If you pass
another equation, like "blurCplx^(1-qComp)", ratecontrol works again.
