[MEncoder-users] Mencoder does not cut exactly

Isn't it that it can cut only on keyframes?
Only keyframes are stored as a whole. Other "tween" frames are
stored as deltas [differences] from the previous keyframe, so
it needs that previous keyframe to properly decode consecutive frames.
But I'm not an MPEG expert, so I might be wrong ;J
