In theory, nr would be most efficient, since the encoder can decide to
throw away exactly that noise which is hardest to encode.
In practice, you will just have to test as you have already done, though
a visual comparison is more important than PSNR, noise filtering can in
some cases decrease PSNR sharply with basically no visual difference
(esp. if you add a noise filter on playback).
