Hence the qualifier, "at least."

Some popular (and sometimes mandated) frame dimensions just aren't 
divisible by 16 (perhaps most notably, 1080/16 = 67.5).  Many more aren't 
divisible by 32 though, happily, both 480 and 576 are.
