Actually, it was 15 fps, MPEG4. :) I don't know how does Premiere do this, but
it converts frame rate well. Other tools (like VirtualDub) change frame rate
much much much better that mencoder too. Mencoder is ok at the most part of
sample movie (link above), but at 21-23 seconds it really looks ugly.
