This is totally wrong. If a keyframe is a zillion bytes,
and the next frame is zero bytes, both frames will appear
identical in every way when displayed as part of a video
stream. The second frame in this case would also be 100%
temporally innacurate, and therefore the stream would be,
technically speaking, highly lossy. But highly lossy does
not mean that there will be a perceived difference in
quality.
