No. If I put -ofps 29.97 in the command line, no frames get dropped.
Which is what one would prefer for a video posted on YouTube,
it has nothing to do with math, it's just common sense.
If the -ofps 29.97 is "wrong", mencoder should echo this, which it does not do.
