That is not necessarily true. Consider a very still frame with a very
constant and quite low bitrate. The keyframe is quite low quality, because a
keyframe requires a lot of bits, and the low maximum bitrate does not allow
enough. On the other hand, the next, non-key frames will have a lot of bits
to spare, and few movement to spare them on, thus increasing the quality of
the intra-frames along the time.
