[MEncoder-users] My problems in quality

Hi all

I have a big problem with quality of output of
mencoder as:
I capture some films from my TV-capture card with
software streamer( from package xawtv) formatted as
.avi and encoded as mjpeg. The quality of this film
will be as that showed in xawtv itself and can be
played with mplayer. But it is in avi format and
occupy about 3 MegaByte/second .  want to convert it
to mpeg so that its size be reduced and can be played
with most video player on both windows and linux.( its
original size is 720x540)
My problem is that when i convert it with mencoder to
mpeg for mat its quality will be very lower than usual
VCDs . and if it plays in full screen mode its
quadrants will be seen from distance 4 meters from
monitor clearly. :-( :-(

my command for converting that films to mpeg is: 

mencoder -of lavf -lavfopts
format=mpg:i_certify_that_my_video_stream_does_not_use_b_fra
mes -ovc lavc -lavcopts
vcodec=mpeg1video:vrc_buf_size=1835:keyint=15:vrc_maxrate=
2304:vbitrate=2304:vmax_b_frames=0 -oac lavc -lavcopts
acodec=mp3:abitrate=128 input.avi -o output.mpg

what is my mistake about preserving quality?
and how can i get quality the same as the usual VCDs ?
(i want to preserve the same size in output as input)
