[MEncoder-users] changing frame rate

Hello,I am new to MEncoder.
I have a video that I believe is originally at 49 or 50fps and I need to
change it to 30fps to match it with an audio file. That is, I need to shrink
it to 3/5ths of it's original size. the original video doesn't have any
audio.

I can't seem to find a solution on the web. Does anyone have a reference or
a set of commands i should look at.
