[MEncoder-users] 4X3 to 16X9 adding pillar-boxing

The "too many packets" error did not occur when I left out the -fps and
-ofps options in the command below, but It still produced a 29.97 frame
rate. The frame rate I want is 23.976. Can I make that rate conversion in
the same pass as the scale conversion without introducing the error? Thanks.
