In fact the number is close to 20 million, with about 50% of those
considered to be relatively poor and unable to afford a $100 converter
box.

There are many, many others as well that are partially dependant on
OTA... Households with multiple TVs, but only one attached to their
cable/satellite service.  Satellite households, where a minority of
local channels are carried, or where they've opted not to pay the
~$5/mo. fee to recieve those few local channels.  etc. etc.
