If you have any problems, as you're using Windows why not make use of 
AviSynth? SelectRangeEvery(300,15) or similar is the function you're 
after. Then run that through MEncoder with the codec set to give a 
constant high quality with few, if any, restrictions on quantisers. The 
resulting compression ratio should be a rough guide to compressibility 
of that source by that codec. E&OE.
