NTSC (and PAL-M) is ~30fps (30000/1001), not 25.  Using 25 is no doubt
destroying the video in numerous terrible ways.

The audio is too complex to possibly encode at 16kbps.  You need to
reduce the sampling frequency, and/or reduce it to 1 channel (mono)
sound.

Setting a quality level (WITHOUT br) will allow you to go below
the limits of br, but it will sound terrible if you don't decrease the
complexity of the audio first.
