Apparently the command was the correct one, I just had to use a
different video source probably the one I was testing with had some
kind of problems in the stream of bytes.
I'm currently testing on this file:
http://download.blender.org/demo/movies/Blender3d_SIGGRAPH2005_DVDRip.avi
and the splitting works just fine with the aforementioned method.

OK, but isn't it just for windows? I need something that works on
Linux and OS X as well.
