I'm to blame for that. A big part of my thinking was that it'd help
prevent people from complaining about "undersized" encodes. I am pretty
sure dc=10 is supported by the dvd spec; dc=11 is (to my memory) maybe
not supported; both are hard to justify for ordinary use as they
increase bitrate significantly for such a tiny quality improvement. On a
side note, setting vbitrate=9500 is probably too high for almost all
reasonable purposes and I agree with the earlier comment that it's
asking for trouble in light of lavc's occasional problems with
respecting vrc_buf_size.
