That's what I'd thought.

Anyway, back to the problem: I thought I'd simplify the test by having an
EDL that cut the start and end of an mpeg-2 clip, leaving just 21.48 seconds
in the middle. The resultant AVI was 20.68 seconds long. So, it does look to
me as though mencoder can't accurately seek in an mpeg-2 clip. I'd have
thought it would be able to seek to the nearest previous keyframe and work
forward from there.

As mentioned previously the use of -hr-edl-seek for more precise seeking
causes total loss of audio after the first edit. Let me just test that the
resultant clip is 21.48 seconds in length though... yep, it's the correct
length.
