NTSC DVDs also support 704x480.  I'm pretty sure that 352x480 is also
supported.  Lots of DVD players can also do 480x480 SVCD resolution too.

704x480 is just 720x480 with the edges cropped.  The pixels are the same size.

Try scaling to both 704 and 720 and compare.  The 720 version will be
horizontally stretched slightly compared to the 704 version, and more of
the edges will be cut off.
